Scope
This Dataset catalogues the codified emergency-powers frameworks of 24 jurisdictions across five regions. Each record contains: the constitutional or statutory basis for the framework; the conditions under which an emergency may be declared; the powers exercisable under the framework; the procedural safeguards; and the review mechanisms.
Tagging schema
Each record is tagged across the five procedural features identified in our companion comparative Report: ex ante legislative authorisation; sunset and renewal requirements; judicial access during the emergency; procedural rights surviving derogation; and institutional review mechanisms.
Sources and verification
All records are sourced from primary statutory and constitutional materials, with English translations of non-English source text. Verification follows the Institute's source-discipline protocols. The version history of each record is preserved.
Access and licensing
The Dataset is published under an open-access licence with attribution. Downloads, the schema specification, and the changelog are available through the Institute's data-publications channel.
